Biden issues a memo imposing conditions on aid to Israel and countries that receive weapons

US President Joe Biden issued a presidential memorandum requiring foreign governments receiving weapons from Washington to provide written guarantees of compliance with international and US law.

The Presidential Memorandum requested the Secretaries of State and Defense to submit periodic reports to Congress to achieve meaningful oversight of the weapons that the United States supplies to foreign governments.

The Presidential Memorandum also states that the Secretaries of State and Defense are responsible for ensuring that all US weapons are used in a manner consistent with all international laws, including international humanitarian law and human rights law.
