The head of the Algerian Renewal Council, Kamal Mawla, revealed in this dialogue, after he and members of his expanded office were received (Wednesday) by the President of the Republic, Abdelmadjid Tebboune, that the president decided to freeze the monitoring committee for the “tax evaluation” and reconsider all files, with radical changes. In the procedures followed by the concerned departments, while ensuring the right of appeal for companies that consider themselves harmed.
You meet periodically with the President of the Republic, Abdelmadjid Tebboune, and each time you present a vision of the general economic situation with a set of proposals that you deem necessary to advance development. What conclusion did you reach? In your last meeting with the President of the Republic? How did the president view things?
The President of the Republic, Abdelmadjid Tebboune, has followed a distinctive method to maintain direct contact with everyone, since the end of the Corona pandemic, and through regular press meetings, the President of the Republic gives everyone the keys to understanding the political trends and measures taken, as well as through regular meetings with youth, associations, economic actors and others. He asks, listens, and takes our suggestions seriously. For our part in the Algerian Economic Renewal Council, whenever we deem it necessary, we send, in the name of the Algerian Economic Renewal Council, a request for an interview to the President of the Republic, who accepts the request according to what his agenda allows.
Last Wednesday’s meeting followed the same process, with the difference that our request to meet the President of the Republic this time came in light of the various reports that we sent to the President of the Republic during the past two months, and they include various economic topics that we informed the President of the Republic about.
The recent meeting with the President of the Republic allowed us to clarify many of the various issues, questions and problems that were addressed in our recent correspondence with the President and to evaluate the economic situation with social income.
We also conveyed to the President of the Republic the difficulties faced by economic operators who face bureaucracy that hinders the development of their institutions and companies.
We can say that the President of the Republic is making a lot of efforts to improve the quality of life of citizens and strengthen the economic sector, but resistance to change, such as bureaucracy and indifference on the part of the administration, constitute major obstacles to development.
The problem of industrial real estate is still on the table, and investors have not benefited from real estate for a long time. What have you found as solutions to this dilemma?
In fact, the difficulty of obtaining industrial real estate is considered one of the most important problems that hinder the development of investment and hinder the creation of new institutions, and thus new job positions. The President of the Republic regretted the delay in preparing and publishing the Industrial Real Estate Law. In this regard, the President of the Republic confirmed that the project has reached its final stage after the discussions in Parliament ended, and that in principle the agency concerned with this file is ready to begin its work next October.
Now let’s get into the export file, please. What did you propose as a council at the level of the legal system to overcome obstacles facing exporters? What problems do you face in the field?
Regarding this issue, the Algerian Economic Renewal Council proposed thirty recommendations, which were approved by all members affiliated with the organization. These recommendations aim to develop exports outside of hydrocarbons. Unfortunately, only one of the 30 recommendations was implemented recently by the executive authority, and it relates to the establishment of the National Advisory Council for the Promotion of Exports. We hope and pray that the National Advisory Council (of which we are a member) will study our proposals and visions to give a new dynamic to exports and achieve the goals that the President of the Republic has set on every occasion and in all his media outputs.
The tax assessment process for some companies by a mixed joint committee was harsh with some, as they see it. What will happen to these professional companies that considered the matter more of a “punishment” than a “correction”?
This topic was part of several memorandum correspondences from the Algerian Economic Renewal Council to the President of the Republic. We were aware that the President of the Republic had to take the necessary and sufficient time to measure the importance of the gaps between his vision and the actual implementation of his directives, so we were convinced that he would take the necessary readjustment measures, at the latest at the beginning. Social login. During the session, we were able to point out that the President of the Republic had noted that the process taken to combat fraud within the framework of the aforementioned committee was not consistent with the directives he had issued. We were able to present the President with evidence contrary to his directives.
For his part, the President of the Republic revealed clear and firm new directives: freezing the monitoring committee, reconsidering all files with a radical change in the procedure followed, the right of appeal for companies that consider themselves harmed by the purpose of monitoring, and above all, restoring to economic operators their rights in the event that the committee’s error is proven. Monitoring.
The President of the Republic reaffirmed his confidence in economic actors, especially those working in the private sector. He clearly expressed his desire to protect companies, which he considers a pillar in the fight against unemployment and growth.
Finally, our organization is keen on a daily basis to defend the interests of economic stakeholders, and thus the desired economic development and growth. Our journey is limited to two words: “effectiveness and psychological comfort.” We at the Algerian Economic Renewal Council believe that useless and useless discussion does not bring any additional value, because constructive dialogue must take place in conditions of calm and trust. On the other hand, we recognize the right of every individual to freedom of expression as long as he takes full responsibility for his statements.
