Interior Minister Taulant Balla declared today that there is no data leakage from the TIMS system. In a communication with the media after the government meeting, Balla said that the truth is that a new team within the General Directorate of Police from June has undertaken a complete change in the way of administration in terms of technical and security.
Balla also spoke about a process of self-purification of the State Police from persons connected to crime.
After the sensational, problematic events of the summer, can you guarantee that every thread of crime in the police has already been cut?
The process of self-cleaning in the State Police has just begun and as such I am not here to say within 40 days that I have achieved the goal of cleaning it completely, but I have said that I am working every day in cooperation with all other structures law enforcement and I have received guarantees from all institutions that we will carry out this self-cleaning process in the shortest possible time, but do not forget that this is a continuous process. But police officers who betray from within the police structure police actions will be disappearing.
Threads that connect certain state police officers from within the state police with criminal organizations or with the betrayal of police actions will continue to be cut day after day. It is true that in Albania within the State Police a cancer has been inherited that has also led to the loss of life of police officers…everyone remembers August 7, 2009 when 4 State Police officers were killed due to the leakage of information. This is an effort that needs to be intensified. The truth is that self-cleaning in the State Police is yielding results. During August, we had 3 police officers arrested after investigations by AMP. We have many other investigations in the process and for some concerns raised in the public, where any form and any type of access by a police officer to certain networks or to certain communications with criminal elements is a serious breach of the code of ethics without entering provisions of the criminal code.
The code of ethics and why it was there for years had not been properly implemented for many years. Today, the code of ethics is at the entrance of every police station and directorate. No police officer will be tolerated for breaking any point of that code. During July, we had a case when one of the points of the ethical code was broken and the employee is no longer part of the State Police organization.
Is the TIMS system functional at every border point? If the fact did not happen, why did the case go to the prosecutor’s office?
Albania was attacked by a cyber attack in the summer of 2022 and from that moment naturally all institutions are taking measures to increase the defense dams against any form of cyber attacks. We are not the only country. The US has destroyed one of the biggest hacker gangs. There is none of the concern that there has been a leak of data from the TIMS system. The truth is that while a new team within the General Directorate of Police from June has undertaken a complete change in the way of administration in terms of technical and security, it naturally happens that they have left, they may have criticisms and complaints, they may raise and doubts about the work done by those who have undertaken to make these changes. I want to guarantee every citizen that no data from TIMS was leaked and there were no problems.
It is not true that there is a report, but I have requested that the data available to AMP be evaluated by the Prosecutor’s Office if there is any element. This is a new standard that will be set in all the addiction structures where I have the honor to lead.
And I have been informed as SPAK has been informed by certain employees who raised this concern. I believe that this new standard will be respected.
