The Wall Street Journal reports that the Joe Biden administration and its allies in Europe are making plans for long-term military aid to Ukraine.
This is in an attempt to ensure that Russia will not be able to win on the battlefield and to convince the Kremlin that Western support for Kiev will not waver.
But the paper said a lack of weapons and domestic political pressures are hampering such efforts.
