The government changes the budget for the state cadastre agency for 2023.
In the decision published in the official notebook for the budget of ASHK, it is foreseen that for the period January-December 2023 the total income of the cadastre for the period January-December 2023 will be increased by 301.2 million ALL, while expenses will increase by 237.1 million ALL.
Of the total additional expenses foreseen for the State Cadastre Agency, 489.4 million ALL are added to the personnel expenses. Capital expenditures are reduced by approximately ALL 79 million and expenses for the digital cadastre center project are reduced by approximately ALL 3.9 million.
One of the items of the ASHK expenditure budget that experiences the highest growth is that for personnel. Specifically, the fund “For employee salaries according to the proposed organic structure” from 1.4 billion ALL that was foreseen in the previous decision has been increased by 288 million ALL, reaching the value of 1.7 billion ALL.
While the expense fund for the salaries of contract employees increases by 20%. According to the detailed items of the budget of the ASHK in the recently approved decision, the fund for the salaries of employees with contracts from 602.5 million ALL to 722.3 million ALL. While the expenses of contributions for social security for employees of the organic structure and those with contracts are added 67.3 million ALL.
Changes to the budget for additional expenses for personnel are approved in the period when, after July 3, the project for the digitization of real estate cards began to be implemented in the ASHK. The digitization of real estate cards was accompanied by the decision to close physical service counters, where both entities and individuals can apply for services only through the e-Albania platform and notary offices. In order to fight corruption, a new system is being implemented for the return of answers to applications made by individuals and businesses, which examines the application according to the algorithm determined by the unit called “watch tower”.
Changing the system for reviewing applications at a time when the cadastre has still not completed the process of digitizing property files, according to real estate sales agents, is creating a blockage in the real estate sales-purchase sector, as responses are delayed and in in most cases the answer is unclear.
In total, from the data provided earlier by ASHK and the data reflected in the government decision published in the Official Gazette in March 2023 for the cadastre budget, it results that only 85% of property files have complete registration. The reform aims to digitize about 3,187,000 assets and scan 2,252,000 files. Earlier, the State Cadastre Agency, when it presented the start of the digitization project, stated that out of 4.7 million real estates, 2.8 million properties have a property reference and only 700,000 properties are registered with a complete file.
The complete closure of physical cadastre counters is creating big problems for the banking sector as well. Earlier, the Albanian Association of Banks also raised the concern that the non-performance of blocking actions on properties that are left as collateral has become a factor with a significant impact on curbing credit in the last two months./Monitor
