Even the peon of the secretariat does not give us the price – a year ago, a year ago, the parliament member of the ruling party Awami League, Nazim Uddin Ahmed, made such a statement in the National Parliament out of anger. This time, another member of parliament of Awami League, Dabirul Islam, expressed his anger in the parliament and said that now it is not the people’s representatives, but they (the government officials) who own the real power.
The main tone of the speech of the two parliamentarians of the ruling party is the same, the only difference is the timing. However, they did not say anything about why such a situation was created. However, the government, especially the Minister of State in charge of the Ministry of Public Administration, has always remained silent on the allegations that the leaders of the ruling party sometimes make about the bureaucrats being ‘informed’. One of its strategies may be to not let debates within and outside the party over bureaucracy escalate. Or so that the opposition does not create any new embarrassment for the government by making it an issue.
The anger of public representatives, especially parliamentarians, towards bureaucracy is not new in the country. But in the last few years, this anger has increased more than before. One side of it is political, the other is administrative. Especially after the 2018 National Assembly elections, there is talk within the ruling party that bureaucrats’ ‘intelligence’ has increased. In the last election, the bureaucrats worked to ‘win’ the Awami League – this complaint is regularly made by opposition parties including BNP. Even from the top level of the opposition parties, it is often said, ‘This government is run by bureaucrats’.
However, the statements given by several parliamentarians of the ruling Awami League about the bureaucrats are very similar to the language of the leaders of the opposition party. However, it has never been heard that Awami League parliamentarians have discussed the ‘notification’ of DC (District Administrator) and UNO (Upazila Executive Officer) who work as representatives of the government at the field level in the parliamentary party meeting. It is not known whether anyone has discussed these issues in the party forum.
