Dr. Yasser Abdel Salam, Director of Solidarity and Karama Operations at the Ministry of Social Solidarity, expects that the total number of beneficiaries of cash support will reach 4 million families during the next fiscal year.
In an interview with Masrawy, he said that the cash support allocations increased by one billion pounds during the current fiscal year from what was estimated in the general budget, as a result of adding support for university students during this year.
He revealed that about one million families have left the support programs after undergoing a purification process and investigations that revealed that these families are not eligible.
How many are the current beneficiaries of Takaful and Karama?
The number of those entitled is currently about 3.8 million beneficiary families, equivalent to 14 million beneficiaries, of whom about 400,000 families receive a social security pension and the rest about 3.4 million families receive solidarity and dignity.
The families that receive the social security pension are the groups that are not included in the Takaful and Karama program, such as the divorced woman or the widow who does not have children, and these groups will soon be included for Takaful and Karama in the unified cash support bill.

Are there new conditions for the Takaful and Karama programs that the Ministry is preparing to implement?
There are no new conditions for Karama aid, but Takaful aid. We started raising awareness about the application of a new condition, which is the absence of early marriage in the family that receives Takaful, in addition to the conditional education through the regularity of the family’s children in education at a rate of no less than 80% of attendance in normal circumstances, and conditional Health is that the mother and child receive free primary health care services as a guarantee and a condition for the development and development of each society.
Last July, the Ministry announced that it would support the children of Takaful families at the university level, so what happened so far?
Takaful used to provide educational support for two children in the family up to the secondary stage, and the support was distributed in the amount of 140 pounds for a student in the secondary stage, 100 pounds for a student in the preparatory stage, and 80 pounds for a student in the primary stage, with a maximum of two children within the family.
And now we are preparing to provide cash support to the undergraduate student from Takaful families at a value of 200 pounds per month, by counting the number of university students in a Takaful family, which amounted to about 70,000 students, and it is expected that they will disburse the support soon, retroactively from last October.
The Ministry implemented a purification process for the cash support programs. How many were excluded after the purification operations?
Anyone who has received Takaful or Dignity and has passed over 3 years is currently subject to purification, i.e. his data should be reviewed a second time and to ensure his eligibility to receive support.
As a result of the continuous verification and purification processes, nearly a million beneficiaries left and others entered, and this happened as a result of the improvement in the economic level of the family and the achievement of one of the exclusion criteria, such as the family owning half an acre or more of agricultural land, or renting an acre or more of agricultural land, a car, heavy equipment, social insurance, or Regular work for the breadwinner with an income of more than twice the value of the assistance due to the family.
Currently, we are in the stage of re-registering Takaful and Karama families to evaluate families a second time in the field, and enter the data on a test equation that measures the economic, housing and social aspects within the family and fully verify the criteria for exclusion and entitlement of the family.
During the Corona crisis, the ministry announced that it had entered a number of new beneficiaries for solidarity and dignity, how many were there?
We added nearly 450 thousand new families for solidarity and dignity with the beginning of the Corona crisis, and the Ministry decided to provide support to university students in order to relieve families from the effects of Corona, and nearly 2.5 million families of those rejected were supported by exempting them from school fees within the framework of equal educational opportunities, which raised The value of cash support allocations during the current fiscal year reached 20 billion pounds, instead of 19 billion pounds, which were allocated as a result of adding university education support.
What is the total amount spent on Takaful and Karama so far, since the program was launched in 2015?
Until the end of last December, we spent 69.62 billion pounds on the two cash support programs.
We are on the cusp of a new fiscal year, so how many are targeted to enter the two cash support programs during the new fiscal year?
In 2018, we aimed to reach 1.8 million families, and in 2020 the target was 3.2 million families, and currently we have reached our target, which is 3.8 million families, and we expect the number of eligible families to reach about 4 million families during the new fiscal year, in cooperation with NGOs.
The Ministry is currently implementing a plan to replace the Takaful and Karama smart exchange cards with Meeza bank cards. So, where did this plan reach?
Meeza card is the latest interventions for Takaful and Karama customers currently, and last June we started replacing exchange cards in 8 governorates, then 8 other governorates, and currently we are in the last 11 governorates, which include the governorates (Giza – Cairo – Alexandria – Gharbia – Beheira – Minya – Assiut – Sohag – Qena). Luxor- Aswan).
Replacing the Meeza card means that we have started to open a bank account for all customers of the two programs in Nasser Social Bank, to exchange from all ATMs of all Egyptian banks, post offices, and branches of Nasser Social Bank and to conduct all commercial purchase transactions and government payments.
What is the latest news on the new monetary support bill?
The ministry is about to finalize the new cash support bill, which integrates the Social Security Law, the Takaful and Karama programs, and the Child Law under one social and legislative protection umbrella.
The educational and health conditionalities will continue to exist for the solidarity groups, which are the regularity of children in education, receiving primary health care services, and the absence of early marriage. As for Karama, it is the same categories, namely sickness, disability, old age or orphans.
What is the new plan of the Ministry for the Takaful and Karama programs?
We plan to expand assistance to Takaful and Karama families to obtain job opportunities, to get them out of aid and support to independence and production, and this is the ministry’s policy to integrate social development and economic development, through the Forsa program in cooperation with NGOs through its three axes (providing a job opportunity through Employment programs – training for a job or profession – transfer and ownership of productive assets).
