The sectors of Trade and Export Promotion, Energy Transition, Health, Pharmaceutical Industry and Higher Education were examined during the government meeting, chaired on Saturday at the Government Palace, by the Prime Minister, Minister of Finance, Aïmene Benabderrahmane, indicates a press release from the Prime Minister’s services, the full text of which is:

“The Prime Minister, Minister of Finance, Mr. Aïmene Benabderrahmane, chaired, this Saturday 04 September 2021, a government meeting which took place at the Government Palace.

In accordance with the agenda, members of the government examined one (01) draft executive decree presented by the Minister of Trade and Export Promotion.

In addition, four (04) communications were presented by the ministers in charge of the energy transition, health, pharmaceutical industry as well as higher education.

1- The government heard a presentation by the Minister of Trade and Export Promotion relating to a draft executive decree on the creation, organization and operation of the network of laboratories for testing and analyzing product conformity ( RELEAC).

This draft text, enriched and completed following its presentation at a previous government meeting, provides for the overhaul of the network of quality testing and analysis laboratories (RELEA) set up since 1996, and its transformation. network of product conformity analysis laboratories (RELAC). This is a qualitative action that falls within the framework of the system for combating fraudulent economic and commercial practices.

As such, the draft text aims to strengthen quality control by consolidating the analytical capacities of national laboratories under the various ministerial departments and approved laboratories operating within the framework of consumer protection, in particular through the implementation of place of a digitized national cartography.

This network of laboratories represents a space aimed at federating skills, pooling analytical resources and capacities and promoting collective work to promote actions of common interest in terms of consumer protection.

2- The government heard a communication presented by the Minister of Energy Transition and Renewable Energies on the development of renewable energies and energy efficiency.

The presentation focused on the priority axes in the roadmap of the energy transition sector, namely: (i) the multisectoral plan for sobriety and energy efficiency (ii) the development plan for renewable energies, and (iii) the ‘development of a new energy model for optimizing the energy mix.

With regard to energy management, the development plan for the Energy Transition sector aims to achieve energy savings of 10% per year, in particular through agreements with the various sectors, in particular housing, transport and construction. industry, and the strengthening and deployment of APRUE.

As for the renewable energy development program, the long-term objective of which aims to install 15,000 MW by 2035, it was indicated that a call for tenders for the construction of a set of photovoltaic power plants of a total power of 1,000 MW will be launched soon.

In addition, the company SHAEMS dedicated to the development of renewable energies (EnR) will enter into activity during the last quarter of the year 2021. Thus, the production of renewable energies for self-consumption will also be encouraged, in particular through incentives, the approval of individual solar kits and the lifting of regulatory constraints.

At the end of the presentation and the debate, the Prime Minister insisted on the orientation of the efforts of all the different sectors involved in the development of renewable energies for the valorization and exploitation of solar energy with the densification of the recourse to this energy at the level of schools and public administrations.

3- The government heard a communication presented by the Minister of Pharmaceutical Industry on the production process of the anti-Covid-19 vaccine in Algeria.

As part of monitoring the progress of the project relating to the production of the anti-Covid-19 vaccine by the public SAIDAL Group, a communication was presented and focused on the actions that have been taken by the the Pharmaceutical Industry for the realization of this project.

As such, the Minister of the Pharmaceutical Industry specified that after a series of negotiations initiated by the SAIDAL Group with its partners, which were sanctioned by the signing of partnership contracts, all means were mobilized to make it successful this project, the entry into production of which is scheduled for the coming weeks.

4- The government heard a communication presented by the Minister of Higher Education and Scientific Research relating to the proposed direct agreement with a public company in the context of the acquisition of ambulances for the benefit of the ‘National Office for University Works (ONOU).

As part of the improvement of the conditions of support for students at the level of the university residences, the higher education sector plans to initiate the acquisition of ambulances which will be distributed at the level of the structures belonging to the sector.

In this regard, the Prime Minister asked the Minister of Higher Education and Scientific Research to ensure that all the needs of universities and university housing estates are covered in terms of medical evacuation, for the benefit of teachers, students as well as administrative staff.

5- The government heard a communication presented by the Minister of Health on the progress of the acquisitions of anti-Covid-19 vaccine and the progress of the vaccination campaign.

As part of the follow-up of the vaccination operation against Covid-19 launched in January 2021, an update was presented on the quantities of anti-Covid-19 vaccine necessary to achieve the objective. vaccination of 70% of the population, in order to achieve the minimum level required to ensure collective immunity.

Regarding the vaccination operation, it was indicated that eight (08) million people have been vaccinated since the beginning of the year 2021 among them five (05) million have received the first dose of anti-Covid vaccine -19.

In this regard, the Prime Minister recalled the instructions of the President of the Republic as to the importance of intensifying the efforts for the vaccination of teachers and staff in the sectors of national education, higher education as well as vocational training before the start of the new school year, university and vocational training “.
