Apple introduced the version iOS 15 iPadOS 15 brings many improvements to Safari, including a standard start page with a customizable background that you can change to your liking.

However you can add, remove and rearrange any item you want, and to do that follow these steps:
Open the Safari browser on your iPhone or iPad.
Go to a new tab or hit the tabs button just below the URL bar.
Press the + button to open a new tab.
Scroll down and tap the Edit option.
At the top of the screen you can enable or disable frequently visited websites shared with you, privacy report, Siri suggestions, reading list, and iCloud tab sync.
Use the three line icon next to an item to drag and rearrange the item.
You can also enable the background image feature below to see a list of all available background images and tap on any image to switch to it or tap the + button to choose any image from your iPhone or iPad camera roll.
When done, press the X button at the top of the screen to close the personalization screen.
Your home page is then modified and ready to go.
