El-Shahat Ghatouri, head of the Customs Authority, stressed that it is not correct to reduce the maximum purchases of tourists and Egyptians returning from abroad in duty free markets, according to a statement from the Ministry of Finance today, Sunday.
Ghatouri explained that the new Customs Law No. 207 of 2020, and its executive regulations, which came into force as of September 1, 2021, included more flexible provisions in the application of customs exemptions for tourists and Egyptians returning from abroad based on non-compliance with specific items, and taking into account medicines prescribed for personal use. .
He said that the executive regulations of the new customs law also included an increase in the value of “allowances” exempt from customs tax from 1,500 pounds to 10,000 pounds, in line with the liberalization of the foreign exchange rate with the equivalent in Egyptian pounds.
Ghatouri added that appropriate special rules have been established for the permitted allowances for tourists coming to Egypt via their yachts, which are issued by a decision of the Minister of Finance in coordination with the Ministry of Tourism; Which contributes to stimulating yacht tourism.
He stated that the exemptions from customs tax for tourists and transients in accordance with the repealed Customs Exemption Law No. 186 of 1986, and its executive regulations were limited to used personal clothing, cameras, writing, calculator, radio, video recording, theatrical glasses, ornaments, and jewelry, provided that It has the status of trafficking.
While the new customs law and its executive regulations expanded, and did not restrict specific items, provided that they do not have the status of trafficking, taking into account the medicines that come with passengers for personal use, according to the head of the Customs Authority.
Ghatouri pointed out that according to the canceled customs exemptions law, and its executive regulations, new personal items received with the passenger were among the permitted exemptions from customs tax for tourists and transients, within the limit of 1500 pounds, or what is purchased from duty-free markets within 48 hours of arrival for personal use, within the limits of 200 dollars, a maximum of 4 times per year.
While in the new customs law and its executive regulations, the value of new personal items brought with the passenger within the allowances exempted from customs tax for tourists and transients has been raised, to become within 10,000 pounds instead of 1,500 pounds, according to Ghatouri.
The permits for tourists have also been increased to become 2 liters of spirits instead of a liter, and 3 cigarette cartridges instead of one, with the possibility of replacing a liter of spirits with a carton of beer, according to the head of the authority.
Ghatouri explained that the list of allowed Egyptians returning from abroad witnessed raising the maximum value of new personal items accompanied by the passenger from 1500 pounds to 10 thousand pounds, increasing the possibility of buying two cigarette cartridges from the free market, and replacing a liter of spirits with a carton of beer.
He pointed out that there are quotas of spirits for tourist facilities with a reduced customs tariff from 3000% to 300% only; In a manner that takes into account the requirements of foreign tourists, and contributes to promoting tourism.
